Medium shot of the Boneheads. Bonehead 2 is speaking.
Bonehead 2: We have your report. Your description of, well, let's call it the 'Murphy Drive' for convenience's sake; and what you have done it, so far. Very impressive.
Closer shot of three of the Boneheads. Bonehead 3 is speaking.
Bonehead 3: We have taken the extraordinary measure of embargoing that report for one year. Also, the recording of this meeting will likewise be embargoed for a similar span of time.
Two-shot of Li and Nicole, looking concerned.
Li: Embargoed? That IS extraordinary.
Nicole: I'll say. All board meetings are supposed to be made public within 15 days. How do you justify this?
Medium shot of the Boneheads, all looking rather grim.
Bonehead 1: Our charter directs and empowers us to protect the integrity of the city's air supply.
Bonehead 1: What you have created threatens not only that, but all of civilization.
