Quantum Vibe
A thousand years in the future, humanity has colonized worlds in nearly
100 galaxies, thanks to Quantum Vibremonic technologies developed five
centuries earlier. Other new technologies have created various
off-shoots of humanity and extended life expectancies five-fold. The
story begins with how a mad scientist and his plucky assistant, along
with their robot friend, brought humanity to the stars, and continues
with the adventures of some unique people in fantastic places.

Panel 1
Diana gets a bit more serious.
Diana: But seriously, the faladors are saying the Intergalactic Council want to open an embassy here, and assist with identifying the attackers. What's up with that?
Alyss: It's true, they have approached us, but there will be no formal embassy.
Panel 2
Alyss explains.
Alyss: An 'embassy' is, legally, the territory of a foreign entity established within a different territory.
Alyss: Bringing their laws, and the quaint concept of 'diplomatic immunity.'
Alyss: Meaning, one of their staff can commit all sorts of crimes and all we can do about it is kick that person out of the City. No arbitration, and no compensation to victims.

Alyss and Diana
Alyss: It would mean a huge change in our legal doctrine of equality before the law.
Diana: Will they be required to sign the Covenant of Galactica, like the rest of us?
Alyss: You bet your ass they will be. But, that's one of the sticking points in the discussion.

Alyss leans back with a tired expression, looking closer to her true age.
Alyss: We can't have a special class of people running around, exempt from the same laws the rest of us live by.
Diana: I can see how that would be a problem here.
Alyss: I mean, we might as well bring bring back cops.
